At the beginning of the year, sovereign-cloud infrastructure was estimated to be
near 80 billion dollars in 2026. As Generative AI has reached the operational
proving ground, companies are becoming hyper-aware of the implications of
Sovereign AI to their costs, revenues and competitive moats. In parallel,
open-weight models and local inference have achieved near parity with frontier
models for many tasks. But sovereignty is not only about where your data sits.
How you measure, adapt and inspect your own models, and the instruments to
manage them (e.g. token-level confidence, fine-tuning, model introspection) are
being withdrawn on the closed frontier.
In this talk, we will separate the sovereignties the term usually conflates:
data, model, compute, and operational. We will also show where local and
open-weight LLMs are already sufficient, drawing on current production practice
for confidence, customization, and provider independence.
Finally, we will show that, as raw capability commoditizes and the closed levers
disappear, companies will find differentiation and strategic advantage in
architecture and discipline, the components, abstractions, evaluations, roles,
and team structures sovereign AI demands. That is where the highly valued AI
initiatives and migrations actually spend their time, and where most stall.
